This part of the book deals with the problems of defining and measuring poverty. This chapter and the next will concentrate on a discussion of attempts to define poverty and the ways in which these definitions have changed and developed over time. Arguably it is the issue of definition that lies at the heart of the task of understanding poverty. We must first know what poverty is before we can identify where and when it is occurring or attempt to measure it, and before we can begin to do anything to alleviate it.
