Abstract

This chapter sets out some of the economic background to the debate about welfare. In Section 2 we describe current government spending, and trends in the post-war period, and look briefly at revenues. In Section 3 we examine the arguments for the existence of welfare provision. In Section 4 we consider the cost and other pressures on modern welfare states, and examine possible responses. Section 5 concludes.
