Abstract

In terms of party-government relationship, as a political system which is often labelled a partocracy, Belgium represents, together with pre-Berlusconian Italy, one of the most ‘advanced’ cases of party government in Europe. This is still accentuated, compared with Italy, by its consociational character (Lijphart, 1981 ), even if this feature can be discussed (Huyse, 1981, 1987).
