Humanitarian Emergencies and the Role of NGOs

During the worst days of the humanitarian crisis in Somalia, before the US Marines came ashore in the glare of television lights, the only humanitarian presence in Somalia was a handful of NGOs. The UN had pulled all of its personnel out of Somalia in early 1992, and the US and all other nations had evacuated their diplomatic and aid missions at around the same time. Only the ICRC, several American and European NGOs and some very committed Somalis were present to feed the hungry and heal the wounded.
