Abstract
The end of the Cold War brought significant changes to international patterns of interaction and the relationship between Western Europe and Southeast Asia was not immune to these broader shifts. European attention was diverted by the primacy of coping with the disintegration of communism, first in Eastern Europe, and then in the Soviet Union itself, coupled with the dynamics — and hiccups — of the European Union1 attempts to create a single integrated market. Southeast Asia quietly slipped down the list of European priorities until 1992–3, when primarily Cambodia and human rights issues, but also re-evaluated economic prospects, heralded another surge of interest.
