Abstract

Every year, according to the Prime Minister’s efficiency adviser, Sir Peter Levene, at least £5 billion — one-tenth of the whole of the current public deficit — is lost in benefit fraud (Henessy, 1993). This ‘revelation’ should occasion anger, perhaps, but none of the surprise with which it has been greeted in many quarters.
