The effects of industrial change on the wealth, social character and politics of local areas are intense, particularly where a locality has been dependent on one or two major industries. It is not surprising, therefore, that both local and central government, and even local business, have created policies to try to deal with local economic problems. In addition, there has been a long-standing imbalance in economic development between the regions of Britain which has required government attention.
