Abstract

European integration is not a controversial issue in the Netherlands (see Cohen 1989). The parties represented in the Second Chamber or Tweede Kamer (the more ‘political’ of the two chambers) have gradually come to accept the development of European integration, albeit in some cases grudgingly. However, this has not always been the case. During the 1970s, especially within the left-wing parties, there was intensive debate as to the nature and character of the European Community. Often the conclusion of these debates was that the then European Community constituted a capitalist institution, established to serve the interests of multinational corporations and consequently reprehensible. The first direct elections to the European Parliament were regarded by some parties as an attempt to legitimise the capitalist European Community, especially in view of the limited powers of the European Parliament. This culminated, in the 1979 election programme of the radical left-wing PSP, in the statement that the Netherlands should leave the Community (see Berghorst and Hommes, 1979).
