Abstract
The Cuban Democracy Act (CDA) was signed into law by President Bush on 23 October 1992. The CDA has several facets that shape US policy toward Cuba. They include permitting telecommunication and direct mail services to Cuba, sanctioning countries that provide assistance to Cuba, prohibiting US subsidiary trade and blacklisting ships docking in Cuban ports. The subsidiary trade component of the CDA is examined here. It is one of the most contentious parts of the law.
