Abstract
‘Down to the sea’ (xiahaz), or taking on money-oriented commercial activities, has become a fashionable term in China. One of the largest institutions, the People’s Liberation Army (PLA), 3-million strong, is following the trend towards frantic commercial activity which is proliferating all over China.
