Charging for Public Sector Outputs
Chapter 5 began by noting that the public sector borrowing requirement is the difference between net public expenditure and taxation. Gross spending is greater than net spending by the amount of income from sales, fees and charges. The term ‘charge’ refers to all of these payments.
