Sustainable Growth: Models and Policy Implications

Abstract

Increasing concern for the negative environmental consequences of economic activity calls into question the desirability of a process of economic growth that overemphasises the production of goods and favours overexploitation of natural resources. The debate about improvements in the quality of the growth process involves both theoretical and empirical issues that are of great importance to economists. On the empirical side there are doubts about the basic definitions used in the System of National Accounts (SNA) and about the measurements that are carried out as a result of such definitions, see for example Scott (1990) and Eisner (1989). In recognition of such weaknesses, there have been a number of recent proposals for introducing some form of environmental accounting into the standard SNA, in order to move attention from the current measurement of income to estimates of ‘green income’ and of ‘sustainable income’. The theoretical foundations that motivate such measurements are based on the work of various economists, among whom Hicks (1939), Weitzman (1976) and Maler (1991).
