Recently Thailand has experienced a growing importance of the service sector in its development process, augmenting traditional development strategies that emphasize import substitution and the promotion of manufactured exports. Under challenge has been strategies emphasizing higher-value production in the agricultural sector as a means to further development. The growth of services in Thailand has been important not only for domestic income generation but also for foreign-exchange earnings and the absorption of a large portion of the rural labour force.1
