When auditors write of a revolution in local government clearly something unusual and significant is happening! In the 1987–92 Parliament the Conservative Government introduced a programme of legislation and other measures that are changing the nature of local government. Towards the end of that Parliament, the then Secretary of State announced an internal departmental review of local government, which led to the publication of consultation papers on the structure of local government, local government finance and internal management. That led on to further changes which are continuing with the re-election of the Conservative Government in 1992. This book aims to provide an up-to-date account of the major changes occurring in local government and examine the implications of the programme of restructuring for the future of local government.
