It clear that there will continue to be great deal of uncertainty about the future of local government. In England the Local Government Commission carries on with its rolling programme of review, with the one sure consequence of creating enmity and souring future necessary working relationships at every stopping point. In Wales and Scotland the government has not yet completed the necessary legislative programme to reorganise local government, and the plans continue to be highly controversial. The turbulence in both the environmental framework within which local government works (does it have any responsibilities for post-school education?) and the manner in which councils are expected to work (must all activities be put onto a contractual or quasi- contractual basis — and with whom?) is of a degree which members and officials of even ten years ago would not recognise.
