Abstract

Government agricultural policies are often related to the ‘expected’ contribution of agriculture to the national economy. Throughout the post-independence period, agriculture has been treated as the primary source of capital accumulation to build up a capital-intensive and modern industrial sector. To understand fully the frequent shifts in agricultural policies, it is important to analyse the contribution of agriculture to the development of the national economy.
