Abstract

Looking at the future of welfare – and to the future of communities in relation to welfare – in the latter half of the 1990s and beyond to the twenty-first century, the starting point has to reflect change and uncertainty. The 1980s have been characterised as a decade of change (Johnson, 1990), and so may the 1990s. Since the mid-1970s there have been key changes in the economic context within which welfare policies have been developed and implemented. These underlying economic changes have been experienced in interrelated ways, and across national boundaries with the increasing globalisation of the economy.
