Abstract

The concept of partnership with parents has developed over several years and some of the influencing factors are also features which led to the evolution of family centres as outlined in Chapter 2. Thus parental involvement in education has been urged by official reports from Plowden (1967) to Taylor (1977). The 1978 Warnock Report, which was concerned with children with special needs, actually used the word partnership to describe the appropriate relationship between parents and professionals. In the social welfare field, the Seebohm Report (1968) and the Barclay Report (1982) urged consideration of ways of involving clients in decision-making and service-delivery.
