Abstract

The steep fall of industrial output in Poland after January 1, 1990, and even steeper one in East Germany after July 1, 1990, as well as smaller declines elsewhere even before the beginning of transition programmes generated a lot of criticism. This criticism came from the not so numerous defenders of the communist order and more numerous believers in painless transition to the market.
