Abstract

Strong and imaginative as it may be, the effort to privatise socialist property in the former communist countries is hardly likely to be fully successful. There are a variety of reasons: there is nobody willing to buy some enterprises; it might be seen as politically unwise to hand over a public utility to foreign interests; the closure of a firm might increase unemployment to an economically unbearable level; or, finally, an agreement on price cannot be reached. In other words for a number of years the prevailing model shall be that of a “mixed economy” where private and public enterprises shall coexist.
