Abstract

We began this book by talking about people’s right to a greater say in their lives, services and neighbourhoods. Now we end by looking at policies which can help make this possible. We have already examined many of their components. We still have to see how these might actually fit together and be best implemented. While we start with the agencies people use, we soon find ourselves drawn to much broader issues. Citizen involvement and empowerment can’t be considered in isolation. That’s one reason why the development of policy poses some difficult questions. Let’s begin with a few of these.
