Abstract

The Soviet military system is on the verge of a complete reform. There are three principal reasons for this. Firstly, a number of issues have been debated inside the Soviet military establishment for many years, especially Operational Doctrine. In the second place it is clear that the army cannot remain immune to the deep crisis now spreading throughout the USSR. The Soviet press and military journals are full of articles on problems relating to military personnel and equipment. Thirdly, with the crumbling of the Soviet federal structure the very survival of a ‘Soviet’ army is now under discussion.
