Abstract
In this chapter we look at some of the factors that seriously deter teenage parents from earning a viable income and from creating an independent family unit. With too much too soon in terms of responsibility, but too little in terms of vocational and life skills, young mothers, their partners and their children are not only poor — with the disadvantages and vulnerability that go with poverty — but in need of considerable welfare support and resources.
