Abstract

One hundred years ago, in 1889, the first elections were held for county councils. Since that time the principle of representative local democracy has been widely accepted as a fundamental feature of the British political system. Yet, today, local government is in crisis. From Westminster and Whitehall it faces criticism and disdain. From within, it faces doubt and disunity.
