Abstract

The Schuman plan was one of history’s dramatic moments. But the drama was played with a small cast: a few ministers, officials and their close collaborators. Schuman, in calling it the first step towards European federation, indicated its tremendous potential; and the neo-functionalists did Monnet an injustice if they gave the impression that he expected the further steps to be taken without political battles. But he probably did think in terms of repeated dramas with small casts: of battles to be fought through the corridors of power.

This chapter was completed at the end of 1988, since when the Eurobarometer surveys have shown further development of British opinion and significant political events have occurred. But the trends in the underlying attitudes which the chapter brings out still appear valid.
