Abstract

The European Community of Europe, with its 320 million inhabitants, produces a fifth of the gross world product, which in turn supports nearly 5 billion people. Although Community countries vary widely in terms of per capita gross national income, jointly they form part of the family of rich, or relatively rich, nations. For this reason, poverty is associated in our minds primarily with Third World countries. We cannot, however, ignore the pockets of poverty in European countries.
