As the various chapters in this volume have shown innovations in policy and practice were a recurrent feature of local authority practice in relation to racial equality during the 1980s. Such innovations were the product of both local and national political tendencies, and no doubt we shall see further changes during the 1990s. Certainly as we enter the 1990s there is every sign that the issue of race will in one way or another remain part of the local political agenda.
