The large-scale measures for the unilateral reduction in the Soviet armed forces, announced by Mikhail Gorbachev at the United Nations, have sparked off discussions on questions of military doctrine among Soviet politicians, the military and scientists. The discussions centre on several key problems. But here I would like to dwell on two issues: first, how military doctrine correlates with offensive military operations, which can be carried out for defensive among other purposes; and secondly, on the interrelation between military parity and reasonable or defence sufficiency.
