Abstract
Theoretically, the reduction of offensive capability in the combat potential of tactical aviation is more difficult than the establishment of non-offensive structures for the land forces. The difficulty has many explanations. Primarily, the inherent high mobility of aviation is a factor which makes it difficult to confine it to a given region. This difficulty, however, can be overcome if the deployment data of all units of land-based tactical aviation are available and inspection of air bases is permitted.
