Abstract
“The essence of the Kennedy legacy,” Robert Kennedy once said of his brother, “is a willingness to try and to dare and to change, to hope the uncertain and to risk the unknown.”1 The New Pacific Community reflected this approach to policy; however, its mission always remained beyond the realm of possibility. This specific expression of American ambition died with the President in Dallas.
