Abstract

The safeguarding of their citizens’ security is not the only task which national governments, acting individually, can no longer undertake effectively. They have also increasingly assumed responsibility for guaranteeing to their citizens security of another kind: protection against material hardship. This too in modern conditions, they have found, has increasingly required to be undertaken within a wider framework.
