Abstract
For centuries political discussion has been concerned with the means of preserving the citizen against threats to security, external and internal. That task was seen by many political philosophers (for example by Machiavelli) as the central task of the state; even (for example by Hobbes) as the initial reason for its foundation. The supreme duty of governments, many practical politicians believed, was to undertake those tasks effectively.
