Abstract
The problems of the underdeveloped countries are not, as we have seen, exclusively economic. They are partly due to the failure of political leaders — failures which perhaps result from weakness or ignorance, or sometimes from outright exploitation, either by them or the powerful local interests whom they represent. But although a higher GNP will not solve all of a country’s social problems, it is inseparable from them.
