Abstract
‘There are, then, many possible ways of providing support. Equally, there are many possible ways of financing it — whether from people’s own resources, by social security payments, by charitable funds, by central and local government grants, or by explicit contracts of service between public service agencies and private or voluntary sector suppliers. It is only with an understanding of the immense variety of potential care and through asking the question, ‘who does what best and how can they be helped to do it?’, that we can satisfactorily define the role of the local authority social services department.
