Why We Must Implement a Rational, Low Wage System

In his Report on the Rectification Campaign, given at the Third Plenary Session of the Eighth Chinese Communist Party Congress, Comrade Deng Xiaoping pointed out: ‘Any increase in the standard of living must take account of the circumstances of the majority of people throughout the country. Consequently, we should at present resolutely implement a rational, low wage system, and do our utmost to ensure enough food for everyone.’ This constitutes a major directive for China’s current wage work and for the whole problem of distribution. This directive is formulated on the basis of the principle of socialist distribution and is proposed from the starting point of China’s current, actual circumstances.
