Abstract

This book has recorded a series of changes in the nature of local government brought about by legislation introduced by the Conservative Government. Few in local government see the present changes as representing the completion of the Government’s legislative programme. Further change is expected — certainly if the Government is elected for a fourth term. Graham Mather’s chapter has set out one scenario for the future of local government, based on a further development of present policies. This chapter sets out an alternative scenario.
