Abstract

Reform of the political system has been on the agenda throughout the 1980s. By the middle of the decade a broad-based consensus had emerged on the need to undertake limited reform of the political system in order to prevent stagnation of the economic reforms. This consensus incorporated both the Party leadership and members of society. However, the degree to which reforms have been actively pursued has fluctuated, and considerable differences of opinion exist about how far the reforms should reach.
