Abstract

We have examined the character and extent of the public welfare services in the following ways. First, we have tried to collect statistics for institutions, excluding hospitals. Secondly, we have tried to trace the development of domiciliary welfare services. Thirdly, we have gathered together figures relating to different kinds of cash grants, and fourthly, we have attempted some overall assessment of the costs of the welfare services as we have defined them. Finally, we have presented figures to indicate the changing value of some of the major cash benefits and to show the proportion of the population living on the poverty line.
