Abstract
The purpose of this chapter is to demonstrate in more detail how the effects of government actions on the economy as a whole can be analysed and compiled to form a basis for decision-making. In this introductory section, conventional criteria for profitable business investments are used as a starting-point for deriving the so-called cost-benefit criterion for public investments and other public undertakings.
