Abstract

Following the summit meeting on 19 and 20 November 1985, it was clear that the question of research, development, testing and deployment of weapons with regard to the SDI remains the linchpin of any significant progress in arms control between the USA and the USSR. This question was discussed at the Pugwash Workshop on Nuclear forces held in Geneva on 25 and 26 May 1985. The Pugwash Executive Committee statement on the May meeting declared that the ingredients of a solution had to include the ‘preservation of the ABM Treaty’, suggesting that a ‘Clarification of restraints on testing may provide the key to verifiable limits on research and development’.
