Residues of Pesticides: the Codex System

Abstract

Chemicals used to guard crops from attack by insects and other pests may leave traces of themselves behind. Even ostensibly safer pesticide chemicals can pose hazards for the consumer if applied carelessly: if, for example, due regard is not paid by farmers to the appropriate interval between application and harvesting. Consumers for their part may neglect to take elementary precautions when preparing food. Upon these facts have been built imposing and complex edifices of international regulatory politics. This is partly because the readily observable fact, that residues of pesticides exist in foods, does not so easily lend itself to neat regulatory solutions. How much consumption of a pesticide in this fashion should be permitted? What are the criteria on which the decision should rest? What if little in the way of a technical or administrative infrastructure exists — as in most developing countries — so that no sustained monitoring of residue levels in different foods is feasible?
