Terrorism was used successfully in such places as Algeria and Kenya to end colonial rule. But since then it has accomplished virtually nothing to achieve its long-range goals anywhere. In that sense, terrorism has failed. Yet terrorists persist. And that is the paradox that leads to increased bloodshed.
