Abstract

The introductory section of this paper addresses itself to the salient manifestations of Albania’s isolation, as it is the author’s belief that centuries of foreign occupation combined with geographical isolation from the outside world have influenced significantly the domestic and foreign policies of the post-war administration. Derived from the above is the proposition that Ramiz Alia will be unwilling to break away from the siege mentality of the Hoxha leadership. Ramiz Alia and the younger generation of leaders who were trained in almost complete isolation from the outside world have been carefully selected for their endorsement of a strict authoritarian system, and thus will have little incentive to innovate in the fields of ideology and policy.
