Abstract
It is a matter of historical experience that strategic doctrines lag behind developments in technology. This possibility is to be reckoned to be higher especially if rapid technological changes take place without wars having been fought for prolonged periods. Since the Second World War there has been no major international war among the industrialised states and therefore we appear to be in one such period. This is particularly true of nuclear war.
