Abstract

In the title suggested for this paper by the Recorder of Section F the most significant component seems to be the question mark at the end: ‘… Progress?’

This paper, in an abbreviated form, was delivered on 2 September 1981 at one of the special Symposia held to celebrate the 150th anniversary of the founding of the British Association for the Advancement of Science at York.
