Abstract
This chapter presents a number of hypotheses about youth unemployment, derived from the analysis given in the previous chapter.1 The hypotheses have been grouped according to the particular aspect of youth unemployment with which they are concerned. Sections 4.2–4.7 explain why a relatively high level of youth unemployment persists even during periods of prosperity. Sections 4.8 and 4.9 are concerned with the cyclical sensitivity of youth unemployment, while section 4.10 considers various explanations of the rising postwar trend.
