Abstract

The final step in the making of a liberal is conviction that liberty has priority over all other concerns and aspirations; that at the community level, all members of it must equally enjoy as much liberty as is compatible with the functioning and preservation of the community itself; that reasonableness, the dignity of the individual, moral (and thus legal and political) equality and tolerance are corner-stones of any way of life founded on liberty.
