Abstract

In order to make sense of the civil service as an organisation (or, perhaps more accurately now, as a federation of organisations), we must examine its scale and structure, as well as the attempts which have been made to change its form and organisational culture. To begin with, let us address the issue of numbers, which became highly politicised in the context of the Conservative Governments’ attempts to cut the public sector down to size.
