The heaviest users of health services include the elderly, mentally-ill and handicapped people, physically disabled people, and children. Together, elderly people and children account for 60 per cent of the expenditure on NHS hospital and community health services (HCHS). Just over a tenth of HCHS expenditure is allocated to services for mentally-ill people and a further 5 per cent for people with learning difficulties. In addition, these client groups require a wide range of social care and support, including income maintenance, appropriate accommodation, practical assistance and advice.
