Although much organisational and human resource management theory has arisen from industry and commerce, it has a clear relevance to public and voluntary sector welfare bodies. Indeed, social work values can be used to evaluate management theory as we consider what organisations do to the people who work in them and the people they were set up to serve. Furthermore, if services and working conditions are to improve over time, organisations have to change and adapt, so that they foster competence, quality and learning.
